The FDIC - Federal Deposit Insurance Corporation is who governs the banks. Is this what you mean by controlls them?

I am not versed on the banks in Europe.

In the United States it depends on where the bank is chartered. If it is a state charted ban, then the banking commission or what ever they call it in that stat governs the banking Activities.

If it is federally charted bank then the federal government governs the banking activities.

The F.D.I.C. is sort of like an insurance company and insure your funds up to a certain amount, I think it is now $100,000.00

I think the federal reserve is also some type of insurer, though I am not really sure.
