Is there a difference, or do they perform the same function?

They do basically the same function. however you can get into smaller spaces with a mouse.

With all due respect; MOUSE most often equates to a sander and pads that are pointed at the tip and rounded at the opposing side/end. Obvious in their construction is that they can be operated with one hand, and can access tighter corners/spaces than a rectangular PAD SANDER (most often) 3 plus or minus, inches wide and 8 plus or minus inches in length in the PAD. They are also avaliable in electric and air driven models.

I USE WHAT WORKS for any specific job. Belt Sander. rotary on a drill, etc, etc.

Define your need and shop the choices. Most MOUSE types offer that STICK ON pads are the option, while the palm sized rectangulars are often clasped at both ends for the material used to do the sanding. If your budget allows you could purchase BOTH for less than $100 and have them for multiple issues.

Depending on the sander and its uses you might find that you'll eventually spend more on the SANDING medium, than you did for the original cost of the TOOL.

mouse sanders are not well defined, often they are just cheap versions of a palm sander with a mouselike shape and run on a battery
