The Health Insurance Portability and Privacy Act is designed to allow someone with group insurance to transfer to another plan without having to wait the six months or one year period for pre-existing conditions. The privacy part states that all medical matters are private between the doctor/hospital and the patient and no one can get that private information without tyhe patient's written permission.
The privacy refers to patient medical data only, not to billing or other matters that are non-medical.

you can secretly record everything a nurse says or get testamony from other hospital employees and fire a nurse and take away her rights to ever practice again
