It usually means a perpendicular dropped from a point to the base of something...as in a triangle, a cone, a pyramid.

The only thing I would add to the responses of the others is defining the base as being an assumed horizontal plane (what most humans perceive as level ground). Its from this reference plane that you can then relatively define perpendicular.
