If you look in the back, you'll see a little squarish thing with hoses attached as well as a couple of wires. It's an electric valve that shuts off the flow of water. Most likely a wire came off, it's crudded up inside and stuck open or the electrical winding inside of it is shot. There's other things that could be the problem, but that would be my first guess. See if you can find an old washer that somebody like Sears brought back after delivering the new one. You might be able to pick up one cheaply for parts or scavenge some parts off of it.

and you are asking in cars and transportation because you need it to drive to work? Okay, lecture over.

Sometime they will siphon instead of fill, with the water going out the drain hose.

take the drain hose out of the drain to break the vacuum. If it's an ongoing problem you may have to raise the drain a bit, or install a better vent pipe so it won't create the vacuum. You may have to call in a plumber to clear your vents. Cheaper than a new washer.

If your talking about your windshield washer not holding the water its probably because water freezes in the cold and breaks or split the reservoir. You should only use washer fluid since it has alcohol in it to keep the solution from freezing. You will most likely end up get a new washer reservoir from a junk yard to repair it.

It might have a hole in the bottom.
Do you know someone that could fix it for a cheap price?
