Yes, in fact there are many snakes (i.e. all of the sea snakes) that do the vast majority of their biting underwater.

Yup. This is why fishermen are advised not to plunge their hands into holes, in an effort to catch fish. The Native Americans did, sometimes, but they got bitten.
