A landlord wants to know that the people he/she is renting to are responsible, trustworthy and are tidy. Another concern a landlord has is usually about their tenant's job and whether they have a steady work history in order to be able to pay the rent. If this describes the person you are writing it for, include all these things.

I'm not sure, but I think that you just explain that they have a steady job and that they seem to pay their bills on time for as long as you have known them. I assume that this is a former roommate and that you have a basis for knowing that they pay their rent on time.
