I am turned down for credit cards and housing opportunities in NYC but when I request a credit report there is nothing on it.

You may have to start with a secured credit card. You put up a depost as collateral for the card. After about 6 months of using the card and paying it off every month, you could apply for a regular card.

Any credit is bad credit. Too much interest to pay. Housing opportunities (mortgages) can usually be handled by manual underwriting companies like credit unions. For better advise, go to daveramsey.com.

it is better to have no credit, you can start establishing a good
credit history, try gas card and store cards first, pay them
on time, and in about six months try for a regular credit card.
Having bad credit makes it even tougher.
