also is this a job you do outside or inside they said the chimney is not sealed who can help me and is it expesive help please asap ..

On my house the water heater and the furnace connect to one chimney that goes up through the roof, they connect in a can like device called a gas vent -mine is labeled "Air Jet." It sounds like you just have to fix the point from the water heater to the chimney itself and not have to mess with someone to go on a roof or anything.
It may be that there is a gap where the water heater vent pipe meets the chimney, you would have to have someone seal that somehow (solder, weld, duct tape?) and it would be an inside the house job.

You could contact a handy man for this type of job.I think inside your water heater closet. On the top center of the water heater this pipe must vent straight up to roof .To avoid carbon dioxide poison .This prevent breathing problems in side the entire house.It is vary hazardes that is why you got a red tag this probley saved your life.
