Look at the sign of -4x+12
if -4x+12>= 0 I -4x+12 I = -4x+12 and this is for x<=3
so
-4x+12 <=5 so 4x>= 7 and x >= 7/4 so one solutionis
7/4<=x<=3
If -4x+12<0 abs val = 4x-12 and x>3
4x-12<=5 so x<=17/4 but x must be >3 so 3 so
7/4<=x<= 17/4 is the solution

first you have to solve for x, after that you multiply it by 4, then add it by 12, thats all i know
