I am pretty sure that anything that does not have a handicapped sticker on it is illegal, if it is occupying the handicapped zone. If you have the fortitude, call the police and report each and every time you see something like this.
It took a lot of sacrifice from many people on the grass roots level just to get the disability rights that we have today, which are few. At the least we need to stand up for what is right, bu reminding those who's job it is to keep the peace of those rights.

NO! There's usually so few spots for the handicapped that it is unacceptable to push the snow there. If the handicapped can't use those spots because of snow it will be much harder and even impossible for them to access the building those parking spots are for. It makes more sense to me to push it into a regular spot if there's no other place for the snow.

Pushing the snow into the ACTUAL SPOT itself - That is not legal.
Pushing the snow into the Yellow Hatch-Marked area NEXT TO the actual spot that wheel chair users need - That is legal.
In Arizona and Illinois I know that you can not get a parking ticket for parking in the Yellow Hatch-Marked area next to a handicapped spot so I can only assume that putting snow there is legal too...
It is a REAL @$$HOLE thing to do but, no, it is not illegal.
Your state may be different though... I would call up your local DMV/Secratary of State/Police Station and ask them directly since laws and codes verry so much from city to county to state!
Complain to management of the store then the owner of the land it is on... Then contact the cops about. Then the owners may find it better to stop doing that then have you make a HUGE scene when you call the press and the cops.

That is unacceptabel, I am sure the snow crews no this too, but they just don't care, they probably figure most handicapped won't be out in the snow, they forget that the roads clear up and life goes on. Speak to the manager of the store you are visiting, if it started costing him money he would see to that it didn't happen again

NOOOOOO for God's sake! These people have enough truble moving around under the best of circumstances. They don't need to deal with a pile of snow or any other obstacle to make life even more difficult for them!

Obviously a rhetorical question. Some people are so inconsiderate. There are many examples this is just one. Parking in a handicapped space when you do not need one happens much more.
