I haven't been back to Philly in many years, but I was born and bred there, and lived there for 31 years, which makes me no stranger to the town, although I might be were I to return...when I resided there, no building was higher than Billy Penn's hat! And let's not forget the contribution that Ben Franklin made to Philly! The only time Philly could have been considered "bad" was on Sunday, but even then the Main Library and Franklin Institute on Logan Square were open, as was the Zoo (and massage parlors)!

I do not happen to think so. Philadelphia is a great city. It's an overlooked gem. It has a lot of the cultural life that New York has. But New York moves at such a frantic pace I find it disquieting.
Philadelphia has most of advantages of New York but is a more liveable city.

Who is "they"? And have you been to Johannesburg? Halifax? Miami? Winnipeg? Walt Disney World?
In order to describe something as "worst", you'd have to evaluate it in context with other things.
Perhaps looking up stats like "murders per 1000 people" or something like that for a number of cities might put Phil-del-phia, "the city of brotherly love" in context.
