Of course not. That has been the whole point of all the machinations dealing with free trade and immigration. It was designed to drop the last remaining Superpower in the world to serf status for its' citizens, and world-police status for its' leaders. This will be proven to all when the dollar disappears, and everyone is forced to use the Amero[until we go to a cashless society shortly thereafter].

There is NO amnesty.

I defy ANYONE to show anyone who proposes that an illegal alien NOT get penalized for breaking the law. You break the law & you pay the price, just like any other law. I've seen many different proposals and they ALL, without exception, contain a penalty (normally a sizable fine) for breaking the immigration law.

That penalty ALREADY EXISTS. The problem is NOT amnesty, it's having enough ICE people to enforce current law. Unfortunately, there reaches a point when it costs more to improve border security than it saves & more than we can afford. I just don't think we have reached that point yet.

If we weren't spending a trillion dollars on a pointless war in Iraq, we might be able to afford to do more to close the border/s.
