please tell me how much to fix this problem, and how long it will take to get it fixed.

the previous owner apparently didnt put oil in the car and it is making a very loud rattling noise.

A lot of money, £ 2000 for a second hand engine engine fitted, more if it is a new car with no secondhaned part availability.
Checking the Dipstick every saturday or before long trips is hardly rocket science is it?

Well, nothing good results for sure. Most likely the rod bearing are shot from oil starvation . The crankshaft may be ok and then again it might be ruined. I'd look for a re-manufactured engine to put in it.

By not having oil in the engine, you can do extensive internal damage. Repairs can run in the thousands, and take weeks to repair.

Replace the engine.

it will cost the expense of a new/rebuilt engine and the labor to install...sorry- very costly...
