this is how it works i gather from being the guy that girls have talked to after they found their 'true love' online.
You chat alot online, share your embarassing secrets. Feel a bond of closeness that you haven't felt with many. Then you start talking on the phone. You feel it's weird at first but then you get used to their voice and it's like you have that connection again. You share pictures you want more. You start to talk in dopey terms. I miss you, I love you. Then the girl usually pays finally to go on a plane to a foreign country. Sometimes the guy will offer to share expenses. Then you meet, ackward silence. You find that person is not the person you imagined in your head. This is the key obstacle. But in your brain behind the scenes, you are thinking that all that trust you put in fantasy online person is now over and you have to start over all again with real person. This ends it for most people. Somebody gets ignored and it ends shortly after that.
I have heard two success stories. The one friend's story that I shared above, eventually found another guy who lived in the states. She went off and met him and this time didn't have any expectations. They ended up getting married and all that. Another roommate's sister actually made it first time, and married some dude in new zealand where they now eat their fried chicken together.

one opens a dialogue with a person of interest in one's area.
it's an individual choice from there to see what actions should be taken... actually meeting or just being online friends.
a good and TOTALLY FREE site is plentyoffish.com where one can create a profile and mail anyone one chooses at no cost, no tricks and no apparent spy/ad/malware. there is also an option to IM with people at no cost.
edit: pardon. i see your added detail, and am not knowledgeable in that field.

I've never done it and never would. I'd rather date someone I connected with on here rather than one of those dating services.
