I believe that Argentina is probably the country with the largest penguin populations.

There are a lot more in Antarctica, of course, but that's not a country.

Chile, New Zealand and other southern, coastal nations all have penguins as well, even South Africa and the Galapagos Islands, but I don't think any of them have nearly as many penguins or penguin roosting colonies as Argentina.

Walruses are found only in the Arctic, and are not found near the South Pole, or anywhere in the Southern Hemisphere - they do not overlap in range with penguins.

Argentina has the Magellanic penguin with rockhopper penguins in Tierra del Fuego. New Zealand and its islands have yellow eyed, little, erect crested, snares island, fjordland, rockhopper and royal penguins. Australia has little, king, gentoo, rockhopper and royal penguins. Chile has peruvian and rockhoppers. Some penguin colonies contain millions of birds. The waters off Chile are far richer than those off Argentina so it would not surprise me if there were more peruvians than magellanics.

The only animals that live at the south pole are humans. No wildlife gets that far inland. The huge Antarctic wildlife population lives around the coast not on the plateau.
