Forget about a cover unless it goes beyond the edge of the pool. If you get one that floats in the pool it will still collect dirt, the dirt blows or washes to the side and settles on the floor. The cover makes your skimmer (that draws the water in) useless in drawing dirt in.

You best bet it a pool cleaner. Some plug into an outlet, some hook up to your skimmer with a hose, etc.

Rain water is never a problem, except to overflow a pool in certain parts of the country. As far as dirt, a good vacuum pool sweep, such as a Polaris will keep most areas of the pool clean, except in some corners. Dirt left in an area for long will cause staining and algaes'. The key is keeping the filter clean and correct chemicals..

As far as a plastic pool cover I don't recommend them for safety sake, example--A friend was washing off his decking with a garden hose, he stepped off the decking onto the plastic and fell in.. If he hadn't had a water hose in his hands when he went in, he would have drown, he pulled himself out by the hose. Needless to say he got rid of the cover !!

You're concerned about rain water? Rain puts phosphates in the pool which breed algae. You could try a pool vaccuum for the dirt, use a phosphate remover if it's been raining a lot. If you're really concerned, use a cover.

I wouldn't worry about rain water... Or dust... Leaves may be a problem. You can get a vinyl cover that rolls up on one end of your pool. When not in use, cover with the vinyl cover.

A good quality pool cover. Or a high gauge plastic tarp.
