It's a tradition in some religions, other than that it's rarely performed outside the USA. No studies have actually proven it's cleaner or better - in fact it was started as a medical procedure to "cure" masturbation! Only about 15% of men in the world are circumcised.

I beg to differ with Personal Insult's answer. Jewish boys are circumcised at day 10 following their birth. It's a religious ceremony called bris. I've known a lot of Jewish men and have never yet known one that wasn't circumcised.
Mostly, if not religious, it's for hygenic purposes. Men who are not circumcised risk infections throughout their lives, mostly due to poor hygiene.
It's always better to circumcise a boy baby close to birth. Less painful that way and no memory of it.

A lot of jews don't get circumcised or do so out a later age in life. It is somewhat freaky. Mine at least has a face, personality. It doesn't hang there with a hood covering his head. Very suspicious they are.

i prefer a man that is circumsized better than a man that is not. it is way cleaner and is so much better to give oral to.
