What happens to someone who doesn't or cant pay for a item they won or bought?

It all depends. I've sold things on Ebay before, and have had a buyer or two who couldn't pay for an item (but they notified me, and it was a special circumstance each time). In that case I just relisted the item, and didn't leave them poor feedback. However, if no contact, the seller usually leaves negative feedback and reports the buyer as a NPB (non-paying bidder). To the best of my knowledge, three instances of non-payments results in the user account being suspended. The account would carry the tag "no longer a registered user".

The Seller will file a Non Paying Bidder report on them, and the Buyer will get a strike against them. The Seller will probably issue a negative feedback against the buyer. After so many non pay strikes, the buyer's account is suspended.

Or, you could contact the seller and explain the reason why you are not able to pay. SOMETIMES, the seller will be understanding and just cancel your bid and sell to the next highest bidder without any reprecusions towards you.

Best of luck.

depends on the seller. They can report the "buyer" to ebay and open up a dispute and ebay will limit their account until they pay up. Or, the seller can leave negative feedback and move on.

They receive poor feedback from the seller and possibly kicked off EBAY if the issue isn't resolved by both both parties.

You are usually reported and if you get three strikes you can not go back on ebay until you resolve these problems.
