It is the carpet and the seat material. Either switch to leather seats, or you can run a small wire from the back of the seat, under the carpet, to the body somewhere to ground out the static. This should help.

The action of the wheels moving also creates static electricity. My car does it in the winter but not otherwise. If you don't mind the noise, you can do like trucks hauling gasoline, diesel and propane do, bolt a length of chain to the frame and let it drag on the pavement. That grounds out the static electricity so there's no spark when the driver exits the vehicle. As you know, sparks and explosive fuels don't exactly go well together.

to cut down from getting shock, add more ground wires to your vehicle. vehicle with bad ground design will cause more shock
