It depends on how close you are to the telephone exchange. And who you are with. You could probably get a better rate elsewhere with other benefits, but it will only give you the best rate there is for the area. It might also depend on what time of day you are using it.
Ask your provider and they might be able to point you to an adsl optimiser or something. Not that they make a blind bit of difference. Mine's the same, but it's still faster than not, so I don't complain too often!

Many DSL service providers offer a certian speed to there Modem. from that point several things can affect your true speed from Virus software, Operating System as well as how far you are from the source. Not to mention the Browser you may be using.

Call your provider, and explain the situation. Tell them that if thats the best speed they can provide you with. You want to switch to a cheaper 3 or 4 MB, plan, or whatever they offer.

If you have a look on http://www.dslzoneuk.net/ they will be able to tell u how far from the exchange you are and give you details of expected line speed etc
