In CA you can not modify to increase noise.
You can put on the Screamin' Eagle if you want, but if you do you are probably risking a ticket.
If you go to a dealer they probably will not make any mods that make you illegal to ride. Too much liability for them. You will probably have to get the parts and put them on yourself.

Not emissions. Bikes in CA don't have to pass a smog test in order to be licensed.
Probably noise. I don't know of any locality that bans a specific brand, such as Screamin' Eagle. But, many localities do have noise ordinances for vehicles.

Last I heard a bike sold in CA had to have a Cat converter I thought SE had one to offer maybe they don't. Dont keep up with the latest.
I think CA also has alot stricter laws on modifying vehicles with performance parts

That's as per Harley Davidson, in other words, their dealerships can't do it and then sell it, doesn't mean anyone is stopping you from adding them on yourself, though I don't know a thing about CA emissions other than they're strict... will it get smog checked?

Noise, most likely. I don't like noise, and I ride! There is a debate about loud pipes being safer, but the truth is people want to say "look at me, I am sooooo cool". Me, I am not like that. My bike is quiet, and I can sneak up in people. That can be fun too! I work at a towing company, and I haven't seen a difference in who gets hit. I am not convinced that "loud pipes save lives".

between the EPA and the state of california, they have passed so many laws regarding the exhaust on any motorcycle, that if you change it from stock, you face a $10,000 fine. Too bad they don't crack down on the thumping music pounding out of peoples cars, that are far more dangerous than a loud motorcycle exhaust.,

I would say it emissions, but, they not going to let you fix that. I guess it may have some to do with noise, but, lean more toward emissions.
I not live there, but, I guess you can fix it and see if they License it.

Passed in 2003, the anti-****** law prohibits wanna-bes and posers from imposing unjustly loud noise upon law abiding citizens. It also seeks to educate the ignorant that noise does not equal power.
