They are two completely different animals. Dogs do not perspire. They pant to regulate body temperatures. Bringing in that much oxygen into the body cools it down quite well. Most other mamals do sweat. You know, "a horse is a horse and a dog is a dog" is possibly the best answer that anyone could give you.

The question should really be "why don't dogs have sweat glands" as most mammals have sweat glands.

Sweat glands regulate body heat. Where an animal doesn't have sweat glands (like a dog), it uses other means to regulate body heat (like panting with tongue sticking out).

Horses are prey animals and as such need to run fast in order to escape predators. The predators often work in packs which means they only use short bursts of energy whereas the prey animal may need to run for a long time. They are also large animals which generate a lot of heat hence the need to be able to sweat and cool more quickly than a dog.

I don't KNOW if this is right... it's just logical reasoning!!
