Neither. Toilet paper cannot roll from top/bottom. If it is mounted with the tube horizontal it rolls either from the backside or front side of the tube. If it is mounted with the tube vertical it rolls either from the left side or the right side of the tube. I prefer horizontal mounting with the paper coming off the backside so that there is less temptation to the cat to play with the paper and string it all over the restroom thus making the whole thing moot.

I had to answer this because it is actually one of my pet peeves, I prefer my toilet paper to roll off the top, I hate it when people but it on upside down. I know that's ridiculous but I just can't help it. I will take off the roll and put it so it rolls off the top.
