The solid particulate components build condensing moisture thru surface tension and the raindrops form large enough to fall BEFORE the atmosphere is 100% saturated.

When the air is polluted,hygroscopic nuclei which are required for the condensation of water vapour, are abundant.Hence condensation can take place in the atmosphere even when the relative humidity is about 75 percent.So 100 percent of RH is not reached.
