You gon't have to get a degree. You can if you want but for a cheaper and faster way you can do a few weeks at the New York Film Academy which has a campus in Cali, NY and other places. They do have a year and two year degree program but they also have lesser progams for as low at 4-12weeks and is cheaper. IF you don't care about learning at least a bit of the basics you can just come up with a consept, hire or find a volunteer crew, get actors (if not a documentary) and continue from there.

You have to go to film school to learn. Plus, you have to learn how to spell words out, if you want to write scripts. Actors cannot read "text message" English!
