Assume you are talking about a lawn mower or simular engine.

I believe that if you spray some starting fluid on the fiter and then try to start your engine ... it will fire up and as long as you have good gas ... it should start.

take out the plug, crank it over a few times without the plug this will get rid of any unburnt fuel which may have caused engine to flood ,replce plug and try again

Sounds like you have spark but the fuel mixture is not correct. Most likely it is a dirty carburetor.

if you have left it outside it might have water in the petrol
