Yes to both, thc like most chemicals has a half-life of about 1 month, which can be slowlied down by freezing it. Fornutely the thc amount in resin is so small it doesn't matter. Of course it depends on what you mean by resin, if you talking about what usually called hash, then the potience will take a big hint with in the frist 6 months if the properly frozen. If its what you scrape out of a pipe thou, the amounts to low for you to worry, thats sort of quanity vs quality type of thing, and with that you usually have plenty to get the shallow buzz you need.
