You 're a little right. Fears start after some bad experience you have had that followed an action. Fears also start from brainwash. You can brainwash someone when you 're not very busy. When you are not very busy, you 're probably resting. Previous generations thought that resting is the same as doing nothing.
But it's complexes that mostly start after brainwash

THE beginning of fears was the unknown
AND things started to crumble around me
THE beginning of fears was when i saw other fail
Beginning of fears is when i saw people whom could do my job for half the money and they pay no taxes.
THE beging of my fears was when i saw the farmers stop their growing of crops and fresh veggies 4 all of the USA
THE beginning of my fears was watching our men go off to a war that may never end.
THE beginning of my fear was when i saw the economy starting to slowly go down and people started to lose their jobs + homes.

Yes I think fear stops you from doing things but doing nothing wont take the fear away so I just have to take the leap into my fears. If it dont kill you they say it can only make you stronger :))
