Pop cultural ruins a society to the point where pop cultural IS the society.

I'm not sure what the date has to the latter portion.
"social laws" can mean actual laws to govern society, or norms that society had traditionally enforced itself. Pop culture may be eroding the later, which is not such a bad thing - racism, blaming wives for domestic violence, ignoring child abuse, acceptance of bullies and other nasty traits were once part of enforced social norms.
