I have never received a written contract from an attorney. Two weeks is an normal for him to file papers with the court sometimes it takes a while longer. Wait another week and give him a call to see if there is anything else he needs. My wife just got a case resolved and her attorney must have thought the facts were a secret. No call or return of calls for two months. Then we get a letter he had received a month before and also the court date for two days later.

I would call him. If you are asking him if the contract is ready, that is a simple yes or no answer and should not charge you for such a simple answer. Any legal questions, he might have to charge you. Does this attorney have a secretary? He or she could certainly answer that question for you. Do you have a legal question? Ask one of your buddies to ask the question, those initial consultations are typically free, but your friend needs to know that before doing that favor for you. Hope this helps.

As you're in the U.S,i'm not sure.
But if you were in the UK,you should contact the Citizens Advice Bureau. Do you have something like that in the U.S?

If i were you,i'd call him. He can't force you to pay for a call, and it's not like you're calling for a consultation, you're calling for an update - which shouldn't be charged for!
