Unfortunately being a web designer is not as simple as reading a website, doing a quick program or watching a video. You usually need to have a some sort of qualification (usually design related) and work experience.
Personally, for an entry level position you would need the following:
• A good understanding of design principles.
• An understanding of user behaviour (in general and how people use the internet).
• Proficient in at least Photoshop or Fireworks (Fireworks is better for web design), Illustrator, Omnigraffle and possibly Flash.
• An understanding of accessibility.
• A basic understanding of underlying technology ie. HTML, CSS and Javascript
• An understanding of Search Engine Optimisation would also be beneficial.
I'd definitely recommend a course or talking to someone with professional experience in the industry.

Dear master bate,
One must applaud that you wish to turn your hand to this activity. There are many who do it every day and it gives them great satisfaction and profit.
Try Dream weaver. But like many programs it can sometimes give you a rude shock, like waking up and realising that it leads nowhere. So it may be better to get to the real thing and grapple with the real world (I meant code, like HTML).

You could learn the basics but you couldnt become an expert in less then 2 years.

Take tutorials, but only experience can make you expert, not a lot of books, but books+web+experience!
