Do you think Bush is hiding behind the military? The report covered more than just military actions - calling it the "Petraeus Report" is a misnomer.

Due to the President's low approval ratings as well as the contempt that Congress holds for him, the prevailing view is that the White House didn't brief the report so that it would look more like an operational military matter than a political matter (in as much as the President is Commander-in-Chief), thus drawing less heat from Congress.

because the law passed by congress funding the surge required a report from the military not the president.

because it was a military progress report and what else could be said. they already called the gen a liar who was cooking the books for the white house. sad people who can't handle the truth.

do not agree -- he promised congress that he would come back in September and let congress know the outcome of the surge
