terra forming is the process of changing the attributes of a planet, or in this case the moon, to be inhabitable by humans.
never heard of moon mining...

'Terraforming' refers to a process of making a planet more 'Earthlike' so it would be easier to live on.
Moon mining means just that. If we ever find anything worth digging up on the mood (kinda unlikely, but it could happen) the mining process would, obviously, be a lot different than it is on Earth.
