Because the Moon has gravity of its own, just like Earth. There is a place directly between the Earth and Moon, called the L1 point, where gravity from the two is equal, but pulling in opposite directions. If you stopped in space anywhere closer to Earth than that point, then you would fall to Earth. (That is why the space shuttle can never stop in space and has to move constantly at orbital speed, because it is always closer to Earth than that point.) If you stopped in space anywhere closer to the Moon than that point, then you would fall to the Moon. If you stopped exactly at that point you would just float there without falling in either direction.

....that's a really long answer....lets sum it all up: PHYSICS! The moon does not have as much gravity as Earth, but it does have a little gravity. Also, I'm pretty sure that a space shuttle has some sort of anchoring system.
