I think your second answerer is right..in that it was Shirley temple.

It was Shirley Temple in 1935 singing "On The Good Ship Lollipop"

(I thought it might be Judy Garland singing "Somewhere Over The Rainbow" by noooo...)

Ok, from what I could find, it was Mary Wells' "My Guy". I'm not 100% sure, but yeah!
