Was visiting someone at a convalescent home, and I saw a man in his mid 30's come in ... I noticed that he did not sign in upon arrival, then a couple minutes later, I saw him leaving with a vase of flowers....

Then I saw the same thing happen a couple more times within a couple weeks.

I have high suspicions that he is going in there pretending to visit people and swiping people's flowers from their rooms to bring to his girlfriend or something. (On one occasion, as he was leaving, I heard him on his cell phone, saying honey, I've got a surprise for you)

You might be right, but not everyone signs in, my friend's wife lives in a nursing home and he never signs in, hasn't for years. He could be visiting someone who lets him take the flowers to keep the clutter down in her room. It seems like stretch to go through all that trouble to get free flowers, but stranger things have happened. You may just embarrass yourself over this. You might ask the person at the front desk, maybe she can clue you in.

Well, I was willing to give him the benefit of the doubt until the last line about him telling his "honey" that he had a surprise for her. I'd alert someone who actually works there as to what you've observed and let them handle it.

If this home is letting thieves in to steal from residents, I would be a little concerned about the type of care my loved one is receiving (or not receiving). You should tell the administrator.

That is creepy and wrong. You might want to mention that to someone at the home. What a jerk off. People like that make me sick!
