Rapidly melting pack Ice could cause an infusion of fresh water into the north atlantic. Fresh water is not as dense as saltwater, and will not sink as fast when cooled. This would basically block the north altantic heat conveyer which brings warm water north on the surface, where it cools and sinks and returns in a cold current along the bottom. When this cycle is disrupted, no more equatorial heat will reach the arctic region. The result would be a mini ice age like what descended on Europe in the 1300's and lasted for nearly 600 years.

It would probably be possible but would just end up making the earth warmer as a result due to the second law of thermodynamics. The law basically says that disorder (entropy) always increases, and heat is one form of this disorder. So all the heat in the ocean would be somewhere else and due to inefficencies in the process more heat would also be created. This heat would probably get transfered to the surroundings making the air a lot hotter.

If (during the winter) water were pumped from below the ice to the top, or made into snow, the additional insulation and reflection might keep it from melting in the summer.

Alternatively, if rocks (or, say slabs of depleted uranium) were put on the ice it could be sunk to the floor of the ocean as it freezes on top.

No, and why would you want to?
(Well technically we could, but due to inefficiencies in the heat-exchange process more heat would be created elsewhere than was removed from the arctic ocean.)

Sorry, but with the technology that we have today it would be impossible, it would not be fair to say that you were being silly because who knows what we will be able to do in the future, if we could do it it would solve a few global problems.
Chris.
