You may have a brake light with dirty contacts. When you apply the brakes, you apply voltage to the brake filament. If the bulb is the 2 filament type and if the base is corroded and not making clean contact with the socket, the voltage is fed through the brake and parking filament into the rest of the parking lights. I'll bet the lights that come on, do so at something less than the normal full brightness. If so, pull both brake lights and clean the base and contacts. I'll bet you find some corrosion on the base of one or both.

You need to change the light bulbs, they have TWO filaments and one is burned out while the other works fine. REPLACE them you'll see.
