It depends on the numbers which are the prime factors of the denominator.

If the denominator is the product of any number of 2's and 5's, and of no other numbers, then the decimals for the fraction will terminate.

If there are any other prime numbers in the factors of the denominator, then the decimals for the fraction will be recurring - unless the same factors occur in the numerator and therefore cancel out! The simple rules apply when the fraction has been reduced to its lowest terms.

If the denominator has prime divisors other than 2 and 5, it will recur` otherwise, it wil termiante.

Because a terminating one is of the form k/10^n

and k/10^n = k/(2^n * 5^n)

in a fraction, . . . if you divide a numerator by denominator and it will not terminate . . then the fraction is irrational
example 2 / 3 = 0.666666 . . .6

if the process of division terminates then the fraction can be express in terms of decimal . . and decimal can be express in fraction . . . vice versa
the fraction can be express in ratio of two numbers . . and is called rational number
3 / 4 = 0.75 = 75 /100
1.35 = 135/100 = 27/20
27/20 is the fraction of 1.35 did terminates
