Follow these steps!
First you need to get some hosting, for example fasthost, streamline.net, geocities all provide hosting for websites. If you sign up with one of these you will prob pay a subscription fee. (geocities also provide free webspace) When you sign up for hosting you will prob also get to choose your website name (domain name) for example www.yourwebsitename.co.uk
Then you need an FTP program (for example smart ftp) which is what you use to get your website files (pages) onto your webspace.
You should also learn how to create webpages, you will probably use HTML, PHP, ASP, SQL etc (you can also find template web pages which you can change there are lots of them). The steps you need to follow are as follows:
1) Find good hosting, (cheap, lets you do what you want on your website)
2) Sign up, choose your website name
3) get an FTP program
4) Make webpages
5) Upload them using FTP program
6) Check your website and the files you created should be there.

This easiest way to get started is to just register with someone like Myspace - you can set up a page very quickly, add bits to it using html code, and then maybe move on to something more advanced later when you've got the hang of it.
