Non-US medical doctor here. I want to apply to grad school to major in Neurosciece in the US. I got a 790 (math) and 560 (verbal) on the GRE. I have good research experience with one first author publication in a US journal. Excellent recommendation letters. Humble GPA (3.0).

What sort of schools do I have a good chance of being accepted at?

Ooooo, I don't know if a 3.0 is high enough to get into a graduate program at any university you'd like to go to, in spite of the fact your GRE scores are decent. It will probably help that you are an MD and published, however.
Top universities for neuroscience include UCLA, USC (Univ of Southern California), Stanford U, Johns Hopkins U(Baltimore, MD), Duke U (North Carolina), to name a few.
