Dust is a microscopic particulate of a variety of materials. It could steel dust ,cement dust,wool dust etc..
An electrostatic charge in a material ,means that it either have a deficiency of electron or excess of electrons. If a dust particulate has excess electrons, and a balloon has a lack of electron the dust will be pushed by electrostatic gravity field toward the ballon till its sticks on the baloon.

The charge of an electron is measured in coulombs ,In honor of the scientist Charles Augustin De Coulomb.

However a scientific description of what a is charge ,has not been formulated yet in the world of physics.

Generally neutral. But they get easily attracted by charged (-vely or +vely) particles. In this case they may either -vely charged or +vely charged.
