I suppose we don't as all our evidence for the dinosaurs comes from the fossil record that represents only a fraction if the the creatures that actually existed. So I suppose there may have been a dinosaur that was as intelligent as humans. There are some fossils that show signs of a developing crenellated brain which is sign of developing intelligence and of course there were dinosaurs what walked upright with binocular vision which appears to be one of the factors involved with the ability to develop tool making. Unlike the creationists those who deal with evolution have to accept what the situation was on the evidence available but be prepared to adapt their ideas as new evidence comes to light so until some evidence is found which shows that there was a dinosaur capable of having a civilisation we must accept that is did not happen

Dinasours had small brains, they were not dexterous like primates....its the brain power, plus the use of hands/thumbs that enabled man to develop tools and thus civilisation!

Civilizations technically exists in the mental framework of an organism. And since we can't really read the minds of the extinct... I doubt that we would be able to know for sure. For all we know, they might have been self-aware, or possessed some sort of social structure. After all, the only thing you're asking for is their civilization, right.
Well personally, I'm opening my mind to possibilities.

they did have a civilization, it was called dinosaurosopolis. their seat of power was in what is now modern day belguim. they had a senate and a politcal system much like our own today but instead of voting a leader out the opposition got to eat the loser instead. there was even a mass transit system where dinos could hitch rides on the backs of pteradactals for a fee of a t-rex egg. for a night out on the bigger winged reptiles it would cost you a diplodicous egg much like hiring a limo for the night. but that all changed when Ugg the 1st, supreme leader of the caveman league of nations laid waste to dinosaurousopolis and killed and ate all the dino's. the rest as they say is history.

Simple answer is, we don't. We just don't have any evidence to suggest they did, but if they had a lifestyle similar to American Indians, say, with everything from the environment and fully biodegradable, there would be no trace at all!
The only evidence we could find would be major building and after 65 million years?

We don't know that at all, but there does not appear to be any evidence to say they did and no remnants or artifacts,
If you want to read a good book on how things might have been read Harry Harri sons West of Eden, yes it's a SciFi novel but it makes you think.

Because of the size of their brains. We know they had brains the size of a chickens brain because of the shape of their skulls and how many chickens do you see building monuments to their acheivements.
