Yes why not, I am a ship's captain and been dealing with these things all my life. I still do that and you can approximate Lat / Long of any location without using parallel ruler or any other mechanical device, try it !

look at the clock.
if u no the time and longitude of another place in the west,add 15 longitude per hour difference in time
if the place is towards the east subtract 15 longitudes per hour difference of time.

Latitude could be estimated by star position and experience.
Longitude is trickier... and the reason precise and accurate clocks were developed for sailors and explorers.

yes if you know where you are and you have a map that shows lat/long

or, if it is only you who isn't allowed a mechanical (or electrical) device, simply ask someone else who has a GPS.

Without any current or past technology... Yes it's possible.

You have to be VERY good at star-reading though and good at guessing angles.
