what's string theory?

Both steady state and string theories are wrong.
We live in a quantum universe so neither of these theories can support it.
A space-time pulse has a minimum size and duration neither of which can be changed.
Steady state and string theories would both require changing the quantum space-time pulse.

I have heard an expert say that string theory is a bunch of hogwash, with no shred of evidence. It sounds to me like people ran out of real ideas so they had to come up with something outlandish and sci-fi to talk about.

Steady state is clearly disproven many times.

We don't know how to resolve this and we may never. We have seen such great strides, but that doesn't mean we will ever understand all.

Steady State has been relegated to the failed theory file and String Theory will soon be in there with it.
