depends on the type of mother you are to start with

If mom did this as a door of communication with the teen, I would actually understand her maturity. We often speak of a generation gap when it really isn't a generation gap. It is a lack on both parts of NOT attempting to communicate in the language of the other.

I haven't seen or heard from her in 13 yrs, so I think just the coming home part would be shocking enough. Don't think I'd even notice the hair or piercings.

i'd go, "beam me up scottie, no intelligent life forms here." ha ha ha and hang out with her and say, mom, you look horrible but i can dig it-you rock!

but seriously, that would be great. Id be happy too, she went the distance and tried it. there's a saying: "we can't pass this way again..." or something like that--
takes a lot of maturity to go through that while you're still living.

you're fortunate, you have a cool mom! hang out with her maybe find out what's up.

I'd be all like, "If you say, I can't do that, Why can you!?" See, but I'd do the hair black and the lip pierced instead. ;-)
