when a phone is unlocked you will be able to use it on any carrier as long as they are using the same bandwidth. I think ATT uses GM so you could unlock the phone and use it with another carrier besides ATT

The work "unlock" means that a cell phone can be used with any other network, meaning the software on the cell phone has been changed so that you are able to use that cell phone with another cell phone carrier. So in this case since iphone works only on Cingular (A T&T) and if the phone is unlock then you can use that cell phone with T-Mobile or any other GSM cell phone carrier that uses a sim card.

1. A lock refers to the software most cell co's use to make the phone proprietary... using only their system. (I bought an unlocked phone online) I've heard they may pass a law against the practice... then your phone could work on any cell service suppliers system.
2. You can lock or unlock your phone functions to prevent unauthorized use.

If you're phone is locked, your home screen will still be on, but you won't be able to type in numbers or access the menu etc. (which is handy if your phone is in your pocket and you might accidentally press them).
