They certainly should be paying rent. That's a unique situation in the world - where one country is hostile to a country in which is has a military base. And Guantanamo is nothing short of a Gulag.
It is illegal because of many attempts by Yankee imperialists to conquer Cuba, and to assassinate Castro. You can't have a base with a country you're making war with (whether declared, or undeclared).

Yes the original agreement said 2000 gold coins. That is now $4085 a month. But under Castro only one of those checks has ever been cashed.

Since we cost them millions a month by embargoing them it would appear like a whipped puppy to cash those checks. Especially considering what the base is used for. Besides what we hear in the news its also a big support of the embargo which has been trying to crush Cuba since the 1960's. By the way, the cost of the embargo is huge.

No, we were given Guantanamo Bay for our operations in an agreement brokered when we liberated Cuba from Spain's murderous grip in the Spanish-American War. Of course Castro says it's not legal, but even treaties and agreements from over a 100 years ago are still valid unless they've been superceded by another one, or are made invalid by war between those two countries.

Yes, there is a lease agreement, signed over 100 years ago. However, the Cuban government now says that the lease is illegal.
