Some cars unfortunately for you have steering lock mechanisms. If this is a rental car and they did not tell you where the "unlock" lever is, phone the rental car agency.
If you borrowed the car, phone the owner.
If those two options are not available, explore the steering column, a small lever might be found in there. Unlock the darned thing. Many imports have this feature. Another reason is also the immobilizer features of many anti theft devices. It is built into the software, cars software etc. If you have the remote device, lock and unlock.

it sounds like an ignition switch, actuator rod, keyed insert problem. diagnostic checks won't reveal it, it is a visual/ manual adjustment. when the key is turned to the run/start position a gear pulls a pin out of the steering wheel to unlock it. at the same time the gear pushes a rod down the steering column to make the electrical connections in a switch under the dashboard. without actually seeing it for myself, i have to guess, that the keyed insert that she turns the car on with, has a broken, or weak spring and is not holding the pin out of the steering wheel lock, and allowing the rod to turn the electrical switch to shut off. take it back to the dealer, tell the service manager to inspect the ignition switch system from the key to the electrical switch. if they don't fix it, complain to the owner of the jeep dealership, chrysler corp, the state dept. that regulates repairers, etc. if the dealer doesn't fix it try another dealer whose service manager will listen to her, look into the problem, and get it right. she should stop using the first dealer and use the one that fixes it for her, too. she may want to check and see if jeep has had any recalls for this problem. sorry for the run on sentences and not offering to check out recalls and such, I'm more hands on than computer geek. good luck, hope this explains it some for ya, and that she can get it fixed.

It only locks when the key is in the off position. Thats why the DMV handbook tells you that if your accelerator sticks to the floor you should shift to neutral. What you should really do is turn the car off really quick, then turn the key back to the run position and steer to the side of the road. Therefore averting a blown engine and an accident.

is your key in the lock position? if so, turn it to the on position.
If its in the on position and you cant turn the wheel then you'll need to disconnect the steering bar from under the vehicle, but more then likely you don't have tools and don't know what I'm talking about, so just call a tow or a taxi and take care of it in the morning!

Did you try putting it in neutral (N)? That's usually what people do when their car have stopped and they need to push it off the road. Other than that I have no idea.
